HAAPA is an independent industry body. We bring together property, planning, aviation and engineering expertise to look at one specific problem: how decades-old protected airspace controls limit what can be built on well-located urban land.

Today's aircraft fly and navigate very differently to those the rules were designed around. So, we do the groundwork to find out what that means in practice , how much housing capacity is affected, where the rules could safely reflect modern aircraft performance, and what workable changes government could make. We're also pushing for a clearer, more predictable path through approvals for building heights and temporary crane access, so projects aren't held up guessing.

Australia is already scheduled to adopt international airspace reforms in 2030. Where it can be done safely, we think there's a strong case for getting there sooner,  unlocking homes years earlier and helping meet the National Housing Accord.

Our work is technical, rigorous, and in partnership with industry and government. Safety is paramount.
